In the Russian region of Orenburg, thousands of people have been evacuated as the water level exceeds nine meters.
The region has been hit by more severe seasonal flooding than usual due to melting snow from the Ural Mountains, with the city of Orsk particularly affected.
The Ural River, Europe's third longest, is expected to reach unprecedented levels, peaking on Wednesday.
Russia's Emergency Situations Ministry estimates that more than 10,000 homes are underwater.
Local authorities said the flooding had reached the highest level on record.
